Frequently Asked Questions Related to Gambling
Question: Can children or teenagers develop gambling problems?
Answer: A number of states allow children under 18 to gamble, and youth also participate in illegal forms of gambling, such as gambling on the internet or betting on sports. Therefore, it is not surprising that research shows that a vast majority of kids have gambled before their 18th birthday, and that children may be more likely to develop problems related to gambling than adults. While debate continues on this issue, there appears to be a number of factors influencing this finding. Parental attitudes and behavior play a role. Age of exposure plays a part, in that adults who seek treatment for problem gambling report having started gambling at an early age. A number of adolescents reported a preoccupation with everything related to gambling prior to developing problems.
Question: Why doesn't a casino have to comply with local and state zoning?
Answer: Although states and local governments generally have the right to regulate persons and activities within their borders, and Indian reservations are contained within such borders, the United States Constitution gives Congress the exclusive authority over Indian affairs. Unless Congress specifically authorizes a state to apply its laws within an Indian reservation, it may not do so. However, in the IGRA, Congress declared that the construction and maintenance of tribal gaming facilities must adequately protect the environment and the health and safety of tribal casino employees and patrons. The Commission ensures that these provisions of the IGRA are implemented.
Question: Are "Good Will" Payments Allowed At Bingo?
Answer: Good Will payments are allowed at bingo as promotional good faith gestures when a winner has been inadvertently overlooked or some other error has resulted in the likelihood that a person entitled to bingo prize money would otherwise not be rewarded. Such payments are not viewed as prize payouts, which could conceivably exceed the statutory prize limits. They are viewed as promotional expenses which should be reflected as such on the front of an organization's Ten Day Bingo Report return, under the Expense section, line 3, "Other expenses"
